Field of view certainly depends on the focal length. But it also depends on the sensor size. The field of view in an entry level DSLR (Crop factor of 1.6) with a lens of 18 mm focal length will not be same as that of an lens of 18 mm focal length when used with a full format sensor. The FoV with 18 mm and entry level DSLR will be roughly equivalent to FoV with 28 mm used with a full format sensor.
